Percentage wise, what is the chance that when you take a sip, it will have this increased health bonus?
Also, how much is the increased health sip bonus itself?

I don't think anyone really knows. That's something that would be pretty difficult to test. You'd have to go through at least a dozen health refills to be somewhat sure, and you'd also have to be hurt enough before every sip to see the healing.
When it was originally put in it was supposed to be a 10% bonus 10% of the time. Not sure what got put in.

From what I can tell from my logs, it seems to sip more 10% of the sips, with those sips being roughly 10% more powerful. It's hard to say for sure though, given overlap etc.
If anyone want the data I've been using to make a better estimate (I'm far from a statistician), it can be found here (tab-separated with max health first and sip amount second)
There might be odd data, but it should be cleared from sips that were sipped to max health.
