I can't think of many good uses for barrels of gunpowder on a ship, prior to the invention of cannons.
That should be typoed, then. I doubt the builder(s) of Zanzibaar conferred with other people about the influence of gunpowder on Achaea's canon. I do know that after the fact, the pirate stories in Mysia were changed to involve ballistae instead of cannons. I also know that Clementius had a reasonable opportunity to implement working cannons on ships, and opted for ballistae instead.
This isn't to say it was his choice, but whatever the case, a new player skill is not a matter of light decisions.
