    Ashtan        two gold spears arranged vertically and a gold catherine wheel, on a black and purple background divided by a vertical and an horizontal line.

    I always assumed it was | O | when looking at the arms, not having the spears above and below.

    It's above/below because the arms are "two spears in pale". (Two horizontal spears arranged vertically.)

    If it were left/right, it would be "two spears paleways in fess". (Two vertical spears arranged horizontally.)
